The city may not clean up "Skid-Row" the way it maintains the "better" parts of town, but fire hydrants are a different matter.
A fire getting out of control in the bad part of town could spread to other districts.
It is in everyone interest to make sure these emergency sources of water are all in good working order throughout the entire city. As to cleaning up the trash...
