The truth of the matter is that Chaplin Sml'Dth size is a result of a warp incident which collapsed his physical stature of an entire company of Dark Anges Terminators.
Chaplin Sml'Dth and his other "collapsed" brothers have proven their worth through countless battles that has sadly reduced their numbers over the intervening century.
Chaplin Sml'Dth has made it his goal to keep their memories alive though his continued actions that have inspired the latest generations of Dark Angels to ever greater feats of glory in the name of the emperor.
